The Crime Against Andrea Ruiz Costas: A Detailed Look

The murder of Andrea Ruiz Costas was a brutal and calculated act of violence by her ex-partner, Miguel Ocasio Santiago. Andrea, 35, had ended her relationship with Ocasio Santiago due to ongoing issues, but he continued to harass and intimidate her, prompting her to seek legal protection. Despite her efforts, Andrea was left vulnerable by the judicial system, which dismissed her pleas for a restraining order.

  1. Andrea's Pleas for Help:
    Leading up to her death, Andrea had filed complaints against Ocasio Santiago, citing harassment and fear for her safety. In court, her requests for a restraining order were denied, reportedly due to insufficient evidence. Andrea expressed deep frustration, saying she felt unsupported and unprotected by the legal system.

  2. The Murder:
    On April 27, 2021, Ocasio Santiago lured Andrea to a meeting under false pretenses. During this encounter, he attacked and murdered her. He then transported her body to a remote area in Guavate, Cayey, where he attempted to destroy evidence by setting her body on fire.

  3. Discovery of the Body:
    Andrea’s charred remains were found two days later, on April 29, 2021. The discovery led to an immediate investigation, during which Ocasio Santiago was identified as the primary suspect.

  4. The Confession:
    Under questioning, Ocasio Santiago confessed to the murder. He admitted to his actions, detailing the steps he took to kill Andrea and dispose of her body. He was charged with murder, illegal possession of a weapon, and destruction of evidence. However, he never stood trial, as he died by suicide in prison shortly after his arrest.


A Failure of the Legal System

The crime shocked Puerto Rico and became emblematic of the systemic failures in protecting victims of gender-based violence. Andrea's recorded statements revealed her anguish and desperation as she sought help, only to be met with indifference from the authorities. In one message, she expressed her belief that the judge handling her case was dismissive, saying, “I feel like I have no control over my life. Everything depends on him [Ocasio Santiago]”.

Andrea's murder sparked widespread protests and demands for judicial reform in Puerto Rico. It highlighted the urgent need for a more robust system to protect victims of domestic violence and prevent such tragedies. Her case remains a powerful reminder of the consequences of inaction and the importance of listening to survivors.
